The remains of a fence and behind it some sort of stepped terrace and possibly the rubble of race control? 

Terrace with what look like track fence posts in the distance edgeing the heavily grassed over track.

..and from the other direction, away from the track

Could this have been the track-side bar?

 

Somewhere under the grass is the track
